The network of the Sukhothai Kingdom
During the period of Sukhothai prosperity, the political and ruling system of government was developed to suit the conditions of the country. Even in the early stages, it was not possible to explain the nature of the government, but the evidence from many stone inscriptions show couple names of the cities, such as Si Satchanalai - Sukhothai, Chakungrao - Kamphaeng Phet, Sornluang - Song Kwae, etc. This system might help stabilize the cities with self-care and self-protection. It was found the title of the lords or the kings was called 'Phraya" (Phra-Ya) as the stone inscription from Sri Chum Temple showed that "Prayasri Srimuang called Nam Thum is the king and father reigning in two cities, reigning in two cities, one was called Sukhothai and the other one was called Si Setchanalai. And in this inscription, the king was also called the "Pho Khun", such as Pho Khun Pha Muang, Pho Khun Si Nam Thum, Pho Khun Bang Klang Thao, etc. while the stone inscription Phu Khun Jin Khun Jod, which was found at Mahathat Temple, Sukhothai, showed the various titles of the kings, such as Phu Khun Jin Khun Jod,


Phu Phraya Ban, Phu Phaya Ramrat, Pho Ngam Muang, Pho Leu Thai, etc. Therefore, it was assumed that the ruling system at that time might be classified as many classes; for example, "Khun" ruled several small cities combined under the rule of "Pho Khun," etc. The word "Pho Khun" was the name of the monarch praising for his death, similar to the word "Phu Phraya," while the words "Phraya" and "Pho" might refer to the titles of the kings who were still alive. There were also Cambodian terminologies, such as Kamarateng or Karnaratengan, as the title of the kings'.

When the cities in this area gathered together as the Sukhothai Kingdom, there were more and more residents. The previous ruling system might not be effective; therefore, it needed to be improved, and one of those cities had to maintain its status as a major city ruling the neighboring city, and the center of power was at the king. Sukhothai was a major city of this decentralization surrounded by the cities called "Luk Luang" or the inner cities which consisted of Si Satchanalai, Song Kwae, Saluang, Nakhon Chum, next to the city of Phraya Maha Nakhon of which the king assigned the persons that he relied on to be the ruler, such as Phrabang, Chieng Thong, Bang Phan and then the city of Phraya Maha Nakhon which was far away, but ruled under the king's prestige with its own ruler and required to provide a tribute regularly.

The Buddhist and Brahmanical beliefs were applied to the Sukhothai administration. He held a status of the deified king, dharma king, and descendant of the holy ancestors. This belief continued until the Sukhothai was merged with Ayutthaya in the reign of King Borommatrailokkanat.
